Frame Relay is best described as a virtual network. To the customer, it appears and behaves as if it were a dedicated connection, allowing them all the benefits of a permanent connection, such as "always on" connectivity, security of a private network, predictable costs and performance. The difference is that the carrier can more efficiently manage the traffic across its network by aggregating multiple circuits from multiple clients into the Frame Relay network, thus reducing its costs per circuit, which in turn results in cost savings to each client compared to Private Line networks.

In other words, the carrier can manage the client's traffic based on the demand currently placed on the network, or a portion of the network. Rather than provisioning a single circuit that ties up a fixed amount of bandwidth throughout the entire network, Frame-Relay allows the carrier to funnel multiple circuits into a shared resource.

Typical advantages of Frame-Relay:

  • Dedicated Circuit:
    Although Frame Relay is not a stand alone circuit provisioned through the entire network, it is dedicated in the way it performs. It is an "always on" type of service and its bandwidth performance is consistent to the point it has been provisioned.

  • Flat Rate Billing:
    The overall cost of a Frame Relay network will depend on the number of locations connected and the amount of bandwidth purchased, among other factors. Once the network is configured, there typically aren't any surprises. The client can depend on a fixed monthly cost for the network, unless they make changes.

  • Multiple Locations:
    Compared to Private Lines, Frame Relay costs typically go down per circuit the more you add. For example, if you have multiple locations connecting back to a host location, the cost for the service and equipment needed at the host location rises significantly with Private Lines because they are dedicated circuit from end-to-end, meaning the host location has to equal the sum of all the remote locations. With Frame Relay, the host end only needs to be a fraction of the sum of the remote locations, thus reducing the overall costs.

  • Long Distance Connections:
    The further away the connections are with Frame Relay, the stronger the case to use it over Private Lines. Private Line pricing is not only bandwidth sensitive, but also distance sensitive, since the carrier has to provision that dedicated bandwidth across the entire length of the network. With Frame Relay, each location has a dedicated connection to a local Point of Presence (POP) run by the carrier, from there the carrier manages the traffic through shared resources making routing much more efficient and lest costly, thus saving the client money.

  • Fully Meshed Networks:
    If every location in a network has to be able to share data with every other location, rather than just one host, you can imagine how the costs of webbing Private Lines together will escalate. If you only have five locations, you would need ten Private Lines provisioned end-to-end to create a fully meshed network. With Frame Relay, you would just need five circuits to the local POP, and ten virtual paths through the carrier network to accomplish the same goal.

  • Flexible Bandiwdth:
    Assuming you have a T1 level circuit provisioned to each location, the Port speed at which you connect to the service provider, and the amount of bandwidth allocated between each location (sometimes referred to as the PVC, or Permanent Virtual Circuit, can all be changed by the carrier in a reasonable amount of time. This means you don't have to wait for 30 or 60 days to meet minor changes in demand.

  • Security:
    Last but not least, security is a huge concern for businesses of all sizes. Despite the advances in security as it relates to networking platforms that utilize public mediums, such as IP-VPNs, Frame Relay is provisioned through the carrier's network in such a way that although it is in a shared environment, it is still in a private environment controlled by the carrier. Therefore, Frame Relay is a very secure form of Wide Area Networking.
